Whether the thought of scores of Russian scientists working for enemies of America was overblown or not, the potentially horrific equation led to a number of U.S. programs in the 1990s to try and safeguard against nuclear weapons leaks, including one wherein Carnegie Corporation would play a supportive funding role.
