In 1997-98, Carnegie Corporation embarked on an ambitious program to strengthen higher education in the former Soviet Union, concentrating on the humanities and the social sciences fields that would be essential players in the societal transformations underway. This review of the Corporation's program aimed at strengthening scholarship and research in Russia and the post-Soviet States, we hope will help to enhance and inform future efforts to advance international peace and understanding.
