Description
American-Iranian tensions are on the rise since the U.S. withdrawal from the Joint Comprehensive Plan of Action and Iran’s indirect role in Russia’s invasion of Ukraine and the Israel-Hamas war. As such, retaining lines of communication and relationships between experts and former officials in Iran and the United States have become increasingly important. With renewed funding, the International Institute for Strategic Studies will continue to facilitate Track II dialogues and related expert workshops, as well as disseminate findings through briefings of relevant policymakers and online articles and publications. IISS has successfully established itself as a trusted avenue for these dialogues in both Washington, D.C. and Tehran. Renewed support for this project will help promote de-escalation between the U.S. and Iran and broader regional stability.

Description
Despite the Biden Administration’s intent to return to the Joint Comprehensive Plan of Action, experts and Western government officials are increasinglypessimistic about the future of the deal. If it is not restored, its non-proliferation and diplomatic benefits could be lost. The nascent regional dialogue that has brought about the first direct meetings between Iranian and Saudi officials in years could alsofall apart. An accelerated Iranian nuclear program could rekindle the dangerous dynamics familiar from the first decade of this century, leading this time to military confrontation and, potentially, war. Againstthis backdrop, the International Institute for Strategic Studies (IISS) seeks continued Corporation support to maintain and foster crucial channels of communication among decision makers and opinion leaders from Iran, the Gulf Arab states, the United States,and other major powers.

Description
The benefits of the Joint Comprehensive Plan of Action (the Iran Nuclear Deal), including the limits and transparency it imposed on Iran’s nuclear program and the diplomatic spaces it created, have diminished following the United States’ withdrawal from the agreement in May 2018. Meanwhile, adverse developments in the Gulf—including, most dramatically, attacks on oil facilities, as well as the seizing of tankers, the shooting down of drones, and threats exchanged between Iran and its neighbors—are bringing the region closer to major military conflict. In response to these challenges, the International Institute of Strategic Studies (IISS) will continue its Track II/1.5 workshops involving Iran and other relevant actors in the region and beyond, to lessen tensions, reduce risks, and promote constructive solutions.

Description
The Joint Comprehensive Plan of Action (JCPOA or “Iran nuclear deal”) addresses an acute source of tension between Iran and the international community. However, the nuclear issue is so closely linked with Iran’s activities in the region that the deal will remain fragile if other areas of disagreement are not addressed. In the JCPOA’s aftermath, other states in the region shifted to arguing that Iran’s role and position in the Middle East constitute more urgent threats than its nuclear capabilities. In response to these challenges, the International Institute of Strategic Studies (IISS) will continue its Track II channels of communication between Iran and relevant actors. IISS will also continue to engage the U.S. foreign policy community,as well as the Chinese and Russian policy communities.
