The Corporation's Spending Philosophy
The Corporation's spending policy supports a stable flow of funds
for the foundation's programs and offers a sense of security for
our grantees. The policy, which calls for spending 5.5 percent of
the average market value of the endowment during the prior 12 quarters,
dampens large swings in valuation. This helps sustain the Corporation's
grantmaking efforts in bad times as well as good, helping us fulfill
Andrew Carnegie's legacy of using private wealth for the public
good in perpetuity.
Assets
The Corporation's capital fund, originally donated at a value of
about $135 million, had a market value of approximately $3.0 billion
on September 30, 2007. It is expected that the Corporation's grant
making will total more than $100 million during fiscal year 2007-2008.
One
of Carnegie's lifelong interests was the establishment of free public
libraries to make available to everyone a means of self-education.
